Pretty boy bosses and their old-feeble-minded owners

I am stuck with a Pretty Boy Boss (PBB) who really doesn't have a clue as to how to deal with people. The owner is old and has probably lost some of his senses because he has chosen the PBB as some type of protege, so he is secure like a tick on a dog. Everybody pretends to respect him and listen to him, only because they are afraid to lose their jobs. The PBB has a habit of telling people to do do things in a certain, vague way and when it fails, it's the person's fault who did it, not the PBB for insisting how things should be done.
Once, while a office birthday party was going on, a knife was needed to cut the cake and an employee jokingly asked the PBB "...if we could borrow one from his back". Everybody chuckled, including the PBB. Later, that employee was suspended for 3 days for some other "company infraction".
He also has an unbelievably annoying habit of asking you questions, such as "..how did this mistake happen?" inferring that you are automatically responsible and when you try to explain the situation, the PBB says, “it’s a rhetorical question.." and shuts you down.
He can't help being this ignornant moron. The only way to get rid of this 'tool' is to promote him out of the company, which is sad, because what he is really suitable for is to be arm candy for some 300 lb convict named "Bubba" in some jailhouse movie considering how he likes to screw with people.

We had a PBB boss at the last company I worked for. He was young and became so full of himself it was repulsive! He had recently married and then had an affair with an intern from another area just to prove he was an "Alpha Male". Eventually he left the company after it was eventually shown he really had no clue of what he was doing.
