Have been out on stress leave for 4 weeks due to Employer's hyped-up antics and so far no problem with disability; however, I do have accrued unused vaction pay of around 120 hours which I naively assumed that my employer would pay. But, did not receive a check today, so e-mailed HR to find out about vacation pay, and it seems Brunhilda now wants a copy of all my disability checks before she will consider the vacation pay. I did confirm with the state disability office that vacation pay is not a conflict with disability pay and, therefore, has no affect on eligible amount to be received. Since the only monies owed to me from the employer are my vacation hours, it feels intrusive that HR needs to see my check stubs. Is it legal for an employer to not pay an employee their earned vacation time?

Yes it is. Check with your state employment office to verify though. Lots of states have a website with their employment laws. I am not sure which state you live in.
