Eat at a place that has feces coming up from the floor

Lasagna House 3 in Houston Texas constantly has crap (literally) coming up from the floor. Yet the owner wont fix the problem because he has close to provide a health safe enviroment for his customers.

Do I want to know where the crap is coming from? Is there a broken sewer pipe, or is someone pooping through the floor?
