Can my company tell if I've uploaded a resume onto monster or career builder? Is it possible for them to see me surfing for jobs?

Absolutely, they can. That's what pisses me off most about companies these days, they monitor you. Not because they NEED to but because THEY CAN. Normally they don't care unless you're looking at porno or learning how to make bombs... It is not in their best interest to stop you from looking at news or surfing on your breaks. But here's the thing that bugs me: if you were reading the newspaper at your desk or flipping through a magazine or talking to a coworker on break they can't, wouldn't and shouldn't monitor it. But the minute you do anything where they techincally CAN monitor you, they DO. Talking to your coworker on IM? Reading the news online? Sending a joke to your buddy? Easily monitored. Why is this ok? Why do we check our civil liberties at the door in exchange for a paycheck?! Just because we work on "company equipment"?? Well if that's the case, then what about people who are driving company cars? Should all their conversations be monitored? Should their drive-thru orders be logged? And what about when I am using a company toilet? Should I be monitored then? Should my bowel movements be analyzed? Or my piss automatically drug tested by a company, just because I am sitting on their toilet? I swear, if it was technically possible, they WOULD DO IT! Can you tell I am passionate about this?? UGH!

Yes they can, but you didn't do anything wrong so don't worry about it. If they come ask you "Why?" (and it won't happen) just tell them you are not obligated to answer them just because they asked a question.
